| HALL ROAD (ROCHFORD) MANAGEMENT COMPANY LIMITED Also referenced as HRMCo | The company that was set up by Bellway in 2015 to take on the long-term responsibility of managing the public areas on the estate. It is a legal requirement for this HRMCo to be in place. |
| STEERING COMMITTEE | The group of non-appointed resident volunteers of the Hall Road Estate who have come together to ensure resident’s views/concerns about our estate are considered fairly by the Hall Road (Rochford) Management Company Limited (aka Bellway and Pod Management). |
| POD | Current Management Company appointed by Bellway to carry out the day-to day work of running the estate and current secretary of the HRMCo |

As Rochford District Council chose not to adopt the public open spaces (e.g. grassed areas, paths and parks), they must be managed and paid for seperately by residents.
POD is the company that collects service charges from us to manage these public areas through various third party contractors (like CPC).
Bellway are also currently still involved for areas that have not been handed over HRMCo.
The Management Company doesn’t manage anything directly — instead, it appoints others to do that.
It is why it is so important the right people are directors of the management company (currently Bellway).
There are 2 roles recognised by Companies House:
Members
Once you’ve bought a property, you become a member. So initially Bellway was the only member, but once all properties were sold, Bellway should have ceased to be a member, and control should have shifted to the residents (with one reserved seat for CHP).
Directors
The Directors (Directorship) have decision-making powers. Any Directors appointed by Bellway should have stepped down when the last property was sold which was 2022 and is what the Steering Committee are working towards – to get them removed.
As leashold and Housing Assosiation you fall under CHP and the one reserved seat they hold.
However, although you cannot be part of the HMRCo Directorship, you can form a Resident’s Assossiation to be formally recognised by CHP.
The HMRCo Directorship will also work with this assossiation to make sure our community is fully inclusive and represented.
Whoever becomes a director of the HMRCo, makes all the decisions. It is a non-salaried role, but a legally required position that has to exist. So someone has to do it.
As decision makers they can say what contractors we use, and on behalf of residents (through meetings and votes) can arrange how money is spent and what community issues are prioritised.
That is why this power should be with residents, not a company that does not have the estate’s best interest in mind.
And if resident’s do not take control, Bellway can appoint whoever they like as directors.
